<p>Leaders of the 16 German states, or Lander, that control the market through the soon-to-expire State Gambling Treaty, met this week in Berlin but were unable to agree on a final solution, postponing the decision to later in the year.</p>
<p>It is known that some states, and Schleswig-Holstein in particular, favour a more enlightened policy. The Schleswig-Holstein proposal for its individual state policy, which has received the approval of the European Commission, allows for the licensing of online gambling private operators in general.</p>
<p>Licensed operators would pay a 20 percent tax on gross profits and be properly regulated in an approach that has been widely applauded in the online industry.</p>
<p>The current situation regarding the overall Treaty is that - subject to a EC green light scheduled for mid-July - in the interim individual Lander may be able to action a restricted opening of online sports betting involving private operators, although the heavy 16.6 percent tax on turnover is unlikely to be appealing.</p>
<p>Online gambling group Betfair gave the 16 state premiers food for thought by releasing a report it had commissioned from German law expert Bernd Grzeszick of the University of Heidelberg this week. In his report, the German academic opines that the draft proposal submitted to the EC is unlikely to win approval, mainly because its provisions are not applied in &#8220;a consistent and systematic manner as required by the European Court of Justice.”</p>
<p>Releasing the report, a Betfair spokesman observed: “We are hopeful that the prime ministers use the remaining time available to them to agree on a legally watertight treaty that provides reputable private companies a fair market opportunity and protects German consumers against an uncontrolled black market.”</p>
<p>The spokesman added that Schleswig-Holstein has already obtained European Commission approval for its more open approach to online gambling regulation, and expressed the hope that other German Lander would follow suit.</p>
<p>Meanwhile, the H2 Gambling Consultancy predicted that an overly-restrictive approach to German sports betting as proposed in the draft submitted to the EC could backfire on the German Lander, as it would be unlikely to garner more than 7 percent of the widespread online gambling already taking place in the market.</p>

			<content:encoded><![CDATA[<p>The joint Ladbrokes and Canal+ joint venture into the French online gambling market has named a high powered management board that includes experienced French television exec François Deplanck as CEO, and Ladbrokes&#8217; head of IT and remote gambling Mick DAncona as chief operating officer. </p>
<p>Other members of the board include Canal+ internet marketing director Laurent de Camas as marketing chief and Anne Balland as chief financial officer.</p>
<p>Deplanck is leaving his position as head of Canal+&#8217;s youth unit to take up his new responsibilities. The television exec has been in charge of youth programming at the French pay TV operator since 2007, and played an instrumental role in the launch of the Canal+ Family service. Prior to Canal+ he ran TPS Jeunesse. Deplanck started his TV career in 1990 at MTV before moving to TPS where he oversaw the launch of digital channels TéléToon, Eureka and Piwi.</p>
<p>Laurent de Camas has worked at the pay TV broadcaster in various roles since 1986, while Anne Cécile Balland, has been head of management control of Canal+ group sports department since 2008 and has held senior management positions including head of cash management at TF1-owned Eurosport TV. </p>
<p>Mick Ancona joined Ladbrokes as IT director in 2006 and was VP for product development at Orbis Technology previously. </p>
<p>Canal+ is the biggest premium pay TV provider in France and operator of the Canal+ Sport channel, with 12.5 million subscribers, including 10.8 million in France. The venture will offer online gambling to French citizens using Canal+s brand strength combined with Ladbrokes e-gaming expertise, all under a licence issued by French regulator ARJEL. </p>
<p>Ladbrokes has agreed that whilst it is a shareholder in the joint venture, and for two years thereafter, it will not operate any other internet gambling business in France.</p>

			<content:encoded><![CDATA[<p>Officials with the Pennsylvania Gaming Control Board issued a US$24,000 fine to the Hollywood Casino at Penn National Racecourse in Grantville for allowing several underage players to gamble at slot machines on the property during July and August. Although the incidents involved visitors over the age of eighteen, which is legal under state law, the minimum age to <a href="http://casino.winner.com/online_casino_games.html">play casino games</a> is twenty-one.</p>
<p>The fines stem from three incidents involving underage players at the facility. On July 4, 2009, a twenty-year-old male visitor was able to play on one of the casino’s slot machines for over an hour. A month later, a nineteen-year-old man played at a bank of slot machines for nearly twenty minutes. The most severe infraction came two weeks later, when an eighteen-year-old woman played the slots for well over two hours.</p>
<p>The facility’s owner, Mountainview Thoroughbred Racing, is not appealing the decision and has agreed to pay the fines. Since 2004, the Pennsylvania Gaming Control Board has issued over US$200,000 in fines to casinos that have allowed underage players on the gaming floor. The expansion of gaming in the state, as well as nearby states like West Virginia and Ohio, has prompted outrage from anti-gambling groups concerned with underage players falling into the trap of gambling addiction.</p>
<p>A similar incident occurred in September at the Mohegan Sun at Pocono Downs in the town of Wilkes-Barre. From August 2008 to March 2009, state gaming investigators cited eleven incidences of underage players and four of underage visitors walking through the casino floor, with some of the visitors as young as fifteen years of age. Many of the underage players played slot machines for well over an hour before they were escorted off the property by casino security. Downs Racing L.P., the ownership group behind the casino, received fines totaling nearly US$100,000 for these violations.</p>

<p>The two new games are Freaky Wild West and Freaky Gym – each with its own comical and extraordinary gaming atmosphere.
